The Communauté d'agglomération de Villefranche-sur-Saône (CAVIL) [Villefranche-sur-Saône Combined District Council], includes 4 towns (Arnas, Gleizé, Limas and Villefranche-sur-Saône) and around 52,000 inhabitants.
The CAVIL is the transport organizing authority across the territory as well as for the town of Jassan Riottier (located in the department of Ain).
The operation of the transport network has been entrusted, under the name STAV, to the company CarPostal France under the terms of a public service delegation contract for a period of six years, which is effective from 1st January 2010 and will expire on 31 December 2015.
